ITANAGAR, Dec 28: Demanding handing over of NH 52A to BRTF, Arunachal Pradesh Abo Tani Clans Youth Organization today declared 12 hours capital bandh on January 3.

ASM arrested in assault case
ITANAGAR, Dec 28: ASM Sangti Nim Dorjee was arrested on December 25 after he damaged a vehicle belonging to an INC worker Leiki Tsering of Dirang village.
The police recovered the damaged vehicle and registered a case. However the ASM was let off after few hours at the police lock op. The case against the ASM was registered under section 324/341/323/34 IPC.
This was not Dorjee’s first brush with police. He has at least three cases slapped against him under Dirang Police station in the last three years including an assault of General Secretary of West Kameng DCC, according to police sources. All these cases allegedly were registered for violence against Congress workers after the 2009 general elections.
The Congress workers have questioned the administration as to why an ASM who has a violent streak has not been taken to task as yet.
It questioned the inaction of OC PS Dirang BC Sharma and the administration of Dirang headed by Habung Donyi, ADC Dirang.
They further warned the administration that it will no longer tolerate such inaction and lackadaisical attitude in dealing with law and order situations in Dirang.
It further warned that if such activities are not controlled then they would be left with no option but take legal recourse.
DA declares bandh as illegal
ITANAGAR, Dec 28: The Capital Complex deputy Commissioner has declared the proposed bandh call on Dec 30 by Nyishi Youth Welfare Association (NYWA) as illegal. The Association has called the bandh to press for “justice” in TOI/ Pradeep Thakur case.
Onit Panyang, Deputy Commissioner cum District Magistrate of Itanagar Capital Complex while declaring the bandh call as illegal, directed the organization to call it off.
Such bandh calls cause untold misery and hardship to the suffering patients, students and business community in particular and the public at large, the order said while adding that as per the Supreme Court of India any bandh call by any political party, organization or association or group or individual as unconstitutional and illegal.
PPA blasts Congress, says people will judge
ITANAGAR, Dec 28: A day after four MLAs of the People’s Party of Arunachal (PPA) switched loyalty to ruling Congress, the PPA in a statement said that it is not surprised at the move of the MLAs.
“Their merger was expected and the party in tracking about their merger game plan. However, the Party decided not to take any action against them but let it to be judged by the people as Party believes that the level of consciousness among the people has increased considerably”.
It said that the MLAs have betrayed the party while stating that two MLAs were expelled and other two showcaused. However, the Party had revoked the orders after an undertaking by the MLAs that they would be loyal to the Party.
This kind of activity exposes their political dependency as they have no courage to remain in opposition and regional political party.
It further said that the Congress has a track record of cheating and betraying the people. The party said that betrayal of few mean minded people will not deter the growth of the regional party in the State.
ACF condemns attack on Church leaders
Itanagar, Dec 28: The Arunachal Christian Forum (ACF) has condemned the attack on the church leaders at Tissa on last December 26.
The church leaders who had come to help out the Ngissa Mission of Wakka circle in Tirap district during the Christmas ministry were travelling towards Tinsukia in a Bolero Camper belonging to the mission when they were allegedly attacked.
“On their way around 9.30 am as the vehicle was four kilometers away from the Tissa town a group of armed people dressed in uniform came from the other side in a Tata mobile. Suddenly the armed people began to shout at them and fired at the mission jeep. Two bullets hit the top of the Jeep. The leaders narrowly escaped from any causality” it said.
ACF has appealed to the perpetrators not to repeat such mindless acts. Christians are peace loving people and an incident of this sort on a day after the birth of Jesus, has hurt the sentiments of peace loving brethren, it said.
It asked the state government to take necessary steps to prevent any such incidents in the future.

Army operation in Jorhat
ITANAGAR, Dec 28: Based on initial information forwarded by the Police, Army authorities have confirmed launch of an Intelligence based operation in Jorhat on the night of 20/21 Dec 2011. The intelligence was credible but the operation did not go as per norms. Army authorities accepted responsibility for the same and have initiated an internal inquiry to pin point responsibility.
Jorhat police are in close coordination with Army authorities in Jorhat and Dimapur. All assistance is being provided to facilitate the police inquiry.

IFCSAP’s Geter Ingo dies
ITANAGAR, Dec 28: Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) general secretary (women wing) Geter Ingo died at Kamba yesterday.
She was presently working as a Senior Teacher at Government Higher Secondary school, Kamba.
The members of the society described her sudden demise as a great loss to the people of Arunachal Pradesh.
Hirik Hiru Students’ Union, Kamba has also mourned the untimely demise of Ingu.
Meanwhile, officers and employees of Arunachal Pradesh Rural Bank expressed their deep shock at the untimely demise of APRB, Sagalee Branch Office Assistant Arun Kumar Phukan, who died on December 26 at Naharlagun.
Late Phukan joined APRB in 1990 and served the bank in different branches as office assistant and cashier cum clerk.
He is survived by his wife, a son and daughter.

“The Nyishi Elite Society is perturbed over the repeated bandh calls by self proclaimed organizations affixing the name of Nyishi which the community does not ascribe to, thereby, taking the state capital to ransom. The latest instance is the 24 hours capital bandh of an organization called Nyishi Youth Welfare Association (NYWA), the ‘brain child of the previous Government’ on December 30 amidst hectic time of New Year Celebration’2012.
The said organization is suddenly inventing an issue out of thin air after a deep slumber of 8 months on the infamous ToI/Deccan Chronicle issue with an agenda to sabotage the sentimental movement of the Nyishi community with a blend of political vendetta, NES said.

New assignment for Dabii
ITANAGAR, Dec 28: Former minister and senior Congress leader Tako Dabii has been appointed as general secretary of All India Rajiv Gandhi Vichar Manch International (AIRGVMI) with immediate effect.

Fulfill the assurances, Tuki tells power developers
ITANAGAR, Dec 28: Chief Minister Nabam Tuki today sent a clear message to all power developers working in the state to remain committed to their assurances given to the state government and the people, particularly those affected by the projects.
Tuki said this during a meeting with NEEPCO Chief Managing Director (CMD) P C Pankaj at his official residence and took up the issue of commitments made by the public sector power developer of the region but are still unfulfilled or partially fulfilled.
The Chief Minister was very specific about the terms and conditions of the MoU with NEEPCO in regard of assured employment to locals in the projects. It was informed by the NEEPCO official that hundred percent of the Group ‘C’ and ‘D’ posts against each project was reserved for local affected people.
Tuki, however, expressed doubt if the condition was being fulfilled in toto by the Power Corporation and called for urgent recruitment of locals at least in the reserved categories as mentioned in the MoU.
“We have been cooperating with the NEEPCO since it began its first project on the Ranganadi at Yazali. As leaders we have given commitments to the people based on assurances from NEEPCO authorities. If these are not fulfilled, we will have to face the ire of the people,” Tuki cautioned. The Chief Minister also emphasized on the role of power developers in welfare activities in project affected areas. These, he said, will create goodwill for the project amongst the people and would have long term effects benefiting both the project proponent and the affected people. In this regard he suggested opening up of institutions like colleges, hospitals and other welfare measures. Further, he suggested that security personnel for the projects may be absorbed from local Home Guards instead of bringing them from Meghalaya as is practiced at the moment.
Parliamentary Secretary for Planning Nabam Rebia, under whose Assembly constituency the Pare Hydro Electric Project (PHEP) falls, also endorsed the Chief Minister’s suggestions under the Corporate Social Responsibility of the power developer. He even suggested NEEPCO to adopt the Doimukh CHC, which also caters to the employees of NEEPCO.
Rebia also took up the burning issue of downstream impact of the 405 MW Ranganadi Hydro Electric Project of NEEPCO particularly on Hawa Camp and Lichi villages. Besides citing the heavy siltation along the banks of Ranganadi that has taken a toll over agricultural lands of the people of the said villages, Rebia also expressed concern over the release of water from the storage dam at Yazali without warning by the NEEPCO authorities.
CMD Pankaj assured the Chief Minister and the Parliamentary Secretary that he would look into the issues in detail as he had taken over the charge of NEEPCO very recently. Seeking 10 to 15 days to respond to the suggestions and issues raised, he promised to fulfill the commitments made by his predecessors including shifting of the NEEPCO executive office to Itanagar, adoption of the ITI Yupia and recruitment of locals in all the three projects.
Also present in the meeting were NEEPCO Executive Director (Projects) D K Nath, Head of Projects of PHEP and RHEP S Baruah and D Bhattacharjee respectively, Papum Pare Zilla Chairperson Nabam Aka and others.
APSACS to launch Multi Media Campaign
NAHARLAGUN, Dec. 28: The meeting of the State Level Committee for the implementation of Multimedia Campaign (MMC) has decided to launch district level campaign from January 26, 2012.
The meeting also decided to organise district level shows in all the districts of the state by involving bands like The Alien Gods and Symmetry Clan, and The Red Ribbon Superstars. The districts in the state would be divided into three zones and the three Rock Bands would perform in the allotted districts. For the state level competition, the show shall be organized in the state capital, for which invitation for entry shall be given in the newspapers.
The meeting was held under the chairmanship of Dr. Kartik Nyishing, Director Health Services, Arunachal Pradesh here today.
In the grand finale, five bands would qualify after elimination round, for the final competition. Elimination round would be conducted in the state capital among all the eligible rock bands from the state.
For Interpersonal Communication activities through NSS volunteers in the state, a drawing competition on HIV/AIDS would be conducted by NSS state liaisons officer BK Sharma in all the colleges of the state. To work out on the piggy back activities with major soccer tournament in the state a subcommittee was constituted.

BJP demands white paper from Govt on TOI ssue
Itanagar, Dec. 28: Criticising the State Government for maintaining a stoic silence over TOI/Pradeep Thakur issue, the state unit of Bharatiya Janata Party (BJP) Arunachal Pradesh today demanded a white paper from the State Chief Minister Nabam Tuki on the issue.
The present state government and the party in power need to act promptly to unearth the persons involved and resolve the issue rather than keeping stoic silence. It (government) can not escape from the responsibility to deliver justice to the aggrieved community, BJP said in a release.
While taking strong exception to the frequent bandh calls given by various organizations on the issue which harasses poor and daily wage earners in particular, the party suggested the state government to solve the issue amicably by having regular sittings with various aggrieved groups and community members.
Further, the state government should not overlook the serious issues like ban on national daily “Times of India” in the local markets because of the ToI/ (Pradeep Thakur) issue as well as shutting down of Sentinel Arunachal, the party said.
The BJP also criticized the state government for maintaining silent over the economic blockades in Lakhimpur against NHPC dam resulting in a halt in supply of fuel and essential commodities in three Siang valley districts of Arunachal Pradesh. ITANAGAR, Dec 28: The 12 hours Aalo bandh jointly called by Galo Students Union (GSU) and West Siang District Students Union (WSDSU) on Thursday in protest against All Kombo Welfare and Development Society’s demand to arrest GSU president has been temporarily suspended.
The decision was taken after a meeting held at Aalo today which was attended by representatives from GSU, WSDSU and members from civil societies.
This was informed by Galo Students Union president Gokar Basar here this afternoon. He disclosed that the bandh has been temporarily suspended for the greater interest of the society taking into consideration the festive season.
However, the GSU president reiterated the union’s stand on Tamar Yorpen case. It said that fight for his justice will remain unwavering. Basar further urged the district administration and police department to expedite Tamar Yorpen case to deliver justice to the aggrieved family. Appealing to the people of the district not to interfere in Yorpen case, he said “Let’s law take its own course of action”.

Being a resident of Basarnallo village, I would like to express my view regarding the condition of govt middle school. Like other villagers, even I was quite happy to see poor condition of school being highlighted in a prestigious newspaper like The Arunachal Times. The school really needs urgent attention from concern department and it is sad to see DDSE coming out with pompous clarification regarding infrastructure of school, though ground reality is quite different.
Just constructing one or two building for the sake of show off does not help the cause of students. The real problems are not being addressed properly. This school located few km away from capital has every potential to be developed into model school. In fact I would like to appeal education department to develop Basarnallah govt middle into a model school as soon as possible.
Instead of thanking media persons for highlighting the problems of school, education department is sounding very arrogant. I want to ask officials of education department and concern minister, whether they visit government school of state to take stock of situation? We appreciate education minister for revamping his ailing department but there are many more reforms needed. We also hope that Arunachal media will focus more on education department.

Reschedule enumeration dates
Dear Editor,
I want to draw the notice of the govt. and the officers who are entrusted with SECC
enumeration in the state especially in Changlang district, that the enumeration was
to begin on 1st of Nov/2011. Many teachers are being engaged as supervisors and enumerators
from different schools across the state. Since then they are instructed not to take
leave. Most of them saved 8-
We know that the Election, National population census and Socio Economic Census are
national duties which we ought to take as challenge and perform. But till today there
is no correspondence in this regard as when to start the enumeration in Namtok Circle,
Changlang. When PD office is contacted on mobile they say that they will contact

Even common people need water!
Dear Editor,
Hope my grievance will reach to the competent authority.
Since the last 3 weeks, we the people of D sector Itanagar have not tasted or seen
a single drop of water from PHED pipe line nor the concern department has arranged
a single drop of water by tanker whereas the water from VIP line is flooding and
damaging the highways and roads! The lakeside attitude of the department has compelled
me to vomit my anger through this esteemed daily. Every day I see water tanker running
up and down in the highway but this tanker nowhere reach D-

This message is for concerned authority of Education Department, that Under Lt. Dorjee Khandu chief minister ship, it was announced that class X and XII students will be awarded Laptop and cash as a mark of encouragement in their studies for acquiring 1st class and above percentage. All those students who got the required percentage had submitted all necessary documents since last 6 months. Till now there is no response from Arunachal Government. I would like to know from the concerned authority that shall we hope that we will be awarded or shall we forget about this? Please tell us!

An extreme injustice
Dear Editor,
I would like to express my deep resentment over extreme injustice meted out to the
contractual MPWS of NVBDCP. The salary of these government employees have not been
disbursed in the last 4-
This makes it clear that the majority of MPWs are either unaware of the power of RTI act, which should be used to prevent such type of irresponsible actions by the concerned authority, or not united enough to voice against injustices.
I would like to appeal the state government to look into the matter and also I would like to urge my fellow MPWs of the state to unite and strongly fight against any kind of injustice.

Lok Sabha has passed Lokpal bill yesterday amidst high drama. The ailing campaigner Anna Hazare who was on a fast has termed it as toothless while the Prime Minister Manmohan Singh termed the passage of the bill as special moment.
Hazare's main complaint is that the bill proposes keeping CBI, out of the purview of the ombudsman.

The government has also kept outside the ombudsman's remit a citizen's charter for the timely investigation of public grievances against the government.
Instead, it has tabled a separate citizen's charter bill in parliament which makes it mandatory for every government ministry and department to act within 30 days on public complaints about services.
The online registration for Jail Bharo has crossed one lakh volunteers but this number has not translated into crowds at the protest venues as supporters failed to turn up.
Meanwhile the government prepares for a tough battle in the Rajya Sabha over the
Lokpal Bill as the government is a minority in the House with just 104 MPs of UPA.
The government has to navigate a smoother journey for the Lokpal Bill in the Rajya
Sabha. Its best calculation is thus to bank on parties like the SP, RJD and BSP to
do what they did in the Lok Sabha -
